Fwd:

ILEP (the International Federation of Anti Leprosy
Associations)

ILEP (the International Federation of Anti Leprosy

我建議你們使用 "people affected by leprosy" (or Hansen's disease).

Hi. I am the General Secretary of ILEP (the International Federation of Anti Leprosy Associations) based in the UK but with 14 Member associations around the world.

I have been following the situation regarding Lo Sheng with great interest. I have written to the Taipei Representative's Office in the UK to advocate on behalf of Lo Sheng and have also written to all our ILEP Members asking them in the spirit of solidarity to also take up the issue with the relevant authorities in their countries.

I know the issue of the moment is one of the immediate threat of eviction but I would very strongly advise you to consider changing the English name of your organization. The use of the term "leper" is not acceptable and indeed the use of this term is internationally recognized to be a key part of the problem in changing people's stigmatizing and discriminating attitudes toward people affected by this disease. Since you are writing to people around the world and indeed taking your petition to the highest UN authorities I would suggest that you can greatly strengthen the fight against stigma by specifically avoiding use of these terms. I would urge you to always refer to "people affected by leprosy" (or Hansen's disease). If you succeed in getting good media coverage (and I hope you will) it will be so important to make sure that the media do not perpetuate the stigma and negative attitudes by continuing to repeat the term "lepers". We all must take every opportunity to challenge the language and terminology which in itself is such a large part of the problem of stigma and abuse of rights.

> Good luck with your efforts to reach a satisfactory outcome which respects the rights of the people of Lo Sheng.

Yours sincerely,
Douglas Soutar
